Special Counsel to Hoge Fenton, Catharine Baker was sworn in on December 1, 2014, to represent District 16 in the California State Assembly. As counsel at Hoge Fenton, Catharine has advised small businesses, individuals, and non-profits as litigation and general counsel on a wide variety of matters, including entity formation, litigation and dispute resolution, employment law, and intellectual property. Her experience crosses a broad range of industries, including community banking and financial services, land use, and manufacturing.
Catharine earned her B.A. in Political Science with Honors from the University of Chicago, and her J.D. from U.C. Berkeley School of Law (Boalt Hall). She clerked for the Honorable Alicemarie H. Stotler, U.S. District Judge for the Central District of California.
Prior to attending law school, Catharine was the Senior Legislative Aide to Congressman Sonny Bono in Washington, DC, where she advised on legislation and public policy related to natural resources and the environment, transportation, Medicare and Social Security, health care, agriculture, and Native American affairs. She is also a former Abraham Lincoln Fellow with the Claremont Institute for Statesmanship and Public Policy in Claremont, California.

Professional and Community Involvement
Active in professional organizations, Baker was awarded the Wiley W. Manuel Certificate for Pro Bono Legal Services by the State Bar of California. She is a member of the San Francisco Bank Attorneys Association and the State Bar of California’s Financial Institutions Committee. She is also a member of the Federalist Society’s San Francisco Board of Directors and Silicon Valley steering committee.
Baker also devotes time to serving her local community. She is a member of the board of directors of the Diablo Regional Arts Association in Walnut Creek and has been a leader in her children’s school district, including as a member of the School Site Council. Baker is also a summer camp unit leader and certified archery instructor for local chapters of the Boy Scouts and Girl Scouts. Education issues were at the forefront of her recent campaign.
